Here's the autoassignment scrip I've been promising you for four years
or something, everytime I logon to that machine, seems an emergency
crops up...

This just grabs the watchers for the queue, takes the users who are
allowed own tickets, and randomly gives it to somebody.

The way I'd wanted to do it was to give it to the person with the least
amount of open tickets for that queue, but there's not a clean way to do
this at present, and I wanted to selfcontain it in the scrip.
I did have a function in queue.pm which given an argument of a status,
returned a hash of users and tickets per users, but it seems to have
broken during one of the cvs updates.
